This position shares duties across the Code Enforcement Division and the Building Division of the Community Development Department. Under general supervision of the Community Development Director, performs inspections of residential rental properties for compliance with housing standards established under the International Property Maintenance Code (IPMC) and other codes as adopted by the City. Under general supervision of the Building Division Manager, performs building inspections on residential buildings for compliance with the International Residential Code (IRC) and other codes as adopted by the City.
ESSENTIAL JOB FUNCTIONS
1. Answer phone calls and emails in timely manner
2. Meet with customers to answer questions and provide information regarding City codes.
3. Use various software to input, track and process building permits and rental inspections.
4. Process credit card payments.
5. Establish and maintains effective working relationships with City officials, other agencies, fellow employees, and the public.
6. Manage time effectively with limited supervision.
7. Perform other duties as assigned.
Primary Rental Inspection Responsibilities & Duties :
1. Pass the ICC Property Maintenance and Housing Inspector test within 12-months of hire date.
2. Inspect occupied and unoccupied residential rental units to determine compliance with City code.
3. Document inspections in writing and using digital cameras.
4. Issue written reports and letters documenting rental inspections.
5. Work with landlords and tenants to explain the City’s housing codes and schedule inspections.
6. Issue civil citations for violations of City housing code.
7. Exhibit professionalism and reflect positively on the City while in private residences and dealing with citizens on matters that can be extremely challenging.
8. Assist with other code compliance issues as directed by the Community Development Director or Building Division Manager.
Primary Building Inspection Responsibilities & Duties :
1. Pass the ICC Residential Building Inspector test within 24-months of hire date.
2. Review construction drawings to verify that buildings and/or systems comply with applicable codes.
3. Review and approve building permit applications.
4. Inspect new and existing residential buildings during and after construction to ensure that structural, building, plumbing and mechanical components comply with applicable codes.
5. Consult with customers on code interpretations and recommend changes to meet code.
6. Prepares and submit reports identifying code violations to the Building Division Manager.
7. Recommend correction notices and/or civil violations for parties in violation of City building codes.
Education and Experience : Position requires a level of education normally acquired through the successful completion of high school or an equivalent GED certification and some formal training on building property maintenance codes. This position requires the successful completion of the civil service examination and other additional requirements as stated in the Code of Iowa. This position also requires the employee to obtain sufficient knowledge through self-study to be certified as a Property Maintenance and Housing Inspector test within 12-months of hire date and Residential Building Inspector within 24 months of the hire date. These certifications must be maintained in perpetuity. Vocational training in the building trades is advantageous. Other rental inspection certifications such as HUD Housing Quality Standards (HQS) is preferred.
Position requires three to five years of work experience within a municipal building inspection, housing or code enforcement position. Alternately, three to five years of property maintenance/management experience in a HUD regulated environment, such as local housing authority, or three to five years in a skilled construction trade may meet the experience requirement.
Analytical and Interpersonal Skills : This position requires a level of interpersonal skills necessary to communicate with coworkers, residents, contractors, architects, and engineers. This position also requires the ability to detect structural and other faults in new construction and building renovation projects and recommend corrective actions. It also requires the ability to identify violations of building, mechanical, and plumbing codes. Maintaining a valid driver’s license is required.
Working Conditions : Work is performed both in an office environment and outdoors in a construction environment. Workers will be exposed to various weather conditions ranging from mild to severe and normal construction site hazards. The employee must be capable and comfortable traversing construction sites and have the ability to walk on uneven terrain, climb stairs, climb ladders and crouch.
