Ulster County Department of the Environment

The Ulster County Department of the Environment is a small, dynamic, and collaborative team that coordinates environmental policy and resource planning across County government. Responsibilities of the Department include supporting the implementation of County Executive Order 1 of 2023 and the Government Operations Climate Action Plan, coordinating the County’s MS4 stormwater program in compliance with NYSDEC regulations, providing support to the Environmental Management Council and the Water Quality Coordinating Committee, facilitating the County's participation in the NYS Climate Smart and NYSERDA Clean Energy Communities Programs, and developing and implementing relevant grant proposals, plans, projects, initiatives, and local laws. The Department also compiles and submits the annual Building Energy Benchmarking, Greenhouse Gas Emissions Inventory, and Green Fleet reports to the County Executive and the Legislature.

Position: Environmental Resource Technician

The Environmental Resource Technician is a CSEA union position that supports the Department in advancing our program areas and relevant initiatives, particularly those related to natural resources, NYSDEC MS4 stormwater program compliance, and watershed and water quality programs and projects. The incumbent will manage the County’s stormwater program and compliance, including required annual reporting, fieldwork, and data collection. They will additionally collaborate to advance various environmental goals across County departments and partner organizations, provide technical assistance to the Water Quality Coordinating Committee and other stakeholder groups, support and coordinate grant-funded projects related to water quality and GIS mapping activities, and support other program areas of the Department including general administrative tasks, data collection and analysis, and reporting. This position is generally Monday to Friday and is primarily located at the Department of the Environment’s office at 17 Pearl Street in Kingston, NY.

Responsibilities:

  • Manage environmental programs and projects as directed.
  • Gather data and documentation regarding natural resources.
  • Compile data, create and maintain GIS datasets, and create GIS maps.
  • Conduct field work and investigations for natural resource identification and infrastructure monitoring, collecting data using GPS units.
  • Develop and maintain GIS-based systems for data management and public access.
  • Prepare and present reports (including the MS4 annual report) and oral presentations.
  • Train Ulster County, municipal staff, and other relevant stakeholders on various environmental programs.
  • Represent Ulster County at community stakeholder and municipal meetings.
  • Coordinate information exchange between the Department, the Environmental Management Council, the Water Quality Coordinating Committee, the Soil and Water Conservation District, and other councils and agencies.
  • Facilitate environmental committee, council, and agency meetings as directed.
  • Perform clerical work and administrative tasks in connection with the daily functions of the Department.

Qualifications:

  • Possession of a Bachelor’s Degree in Environmental Studies, Environmental Engineering, Natural Resources Management, Natural Science, or a related field; OR
  • Possession of an Associate’s Degree in the above fields and two (2) years of full-time paid experience in environmental resource research, environmental planning, or similar experience; OR
  • An equivalent combination of training and experience as indicated above.

Preferred Skills and Experience:

  • Passion for environmental and natural resource issues and planning, climate change, and sustainability.
  • Experience with state and federal programs, laws, and funding opportunities.
  • Grant writing and administration, project management, and procurement and contracting experience.
  • Proficiencies related to data analysis, science communication, and report preparation.
  • Ability to collect and interpret data and prepare and generate reports.
  • Experience with ESRI (or other GIS) software to create maps and perform spatial analysis.
  • Good knowledge of environmental and natural resource planning and conservation management.
  • Strong oral and written communication skills, initiative, and good judgment.
