JOB SUMMARY

The Environmental Specialist will provide technical support to the Tribe’s Environmental Protection Program, funded by the Environmental Protection Agency (EPA), to ensure that reservation and Tribal lands are conserved and protected. Along with the Director, the Environmental Specialist will advise, develop, implement, and support environmental activities and projects. The incumbent will assist with environmental and water quality projects under the EPA General Assistant Program (GAP), Tribal Clean Air Grant (CAA), Tribal Clean Water Act Grant (CWA), Climate Change Grants, Exchange Network Grant (Database Development/Management) Grant, Non-Point Source, Solid Waste, BIA Forestry and Wildlife management, that will support the goals and objectives of the Department. This job description is not an all-inclusive list of duties and responsibilities of this position. The Environmental Specialist is expected to perform all duties and responsibilities necessary to meet the goals and objectives of applicable programs. PRIMARY RESPONSIBILITIES

  • Assists in establishing goals, objectives and initiatives of in accordance with the EPA grant programs and the needs of the Narragansett Indian Tribe.
  • Assist in writing, coordinating, and implementing the technical provisions of the EPA and other applicable environmental/natural resources grants to include, but not limited to: water resources management, non-point source management, solid waste management, air quality management, wildlife management, climate change, and data base management.
  • Works with the Department Director to track activities to meet the Department’s grant/program funding requirements.
  • Manage program records including but not limited to budgets, reports, schedules, and workplan timelines.
  • Secures additional funding for environmental programs for the continuation and expansion of the program, analyze reports to evaluate program effectiveness and budgetary needs.
  • Assist in the preparation of program budgets.
  • Research and apply for funding to enhance the environmental program.
  • Write, review, and modify EPA Tribal Environmental Plan, Water Quality Monitoring and Management Plan, Water Quality Tribal Assessment Report, Quality Assurance Management Plan (QMP), Quality Assurance Project Plans (QAPP) and Standard Operating Procedures (SOPs); Climate Change Vulnerability Assessment and Adaptation Plan, Integrated Solid Waste Management Plan, and environmental protection ordinances and codes.
  • Develop Non-Point Assessment and Management Plans to support non-point source activities.
  • Coordinate pubic outreach, develop outreach materials, environmental education activities, and displays for the Tribal Community and Tribal events.
  • Collect surface water quality samples consistent with the Tribes QAPP and URI Watershed Watch’s standard operating procedures.
  • Submit water quality data electronically via EPA WQX web.
  • Assist with the development of the Tribe’s Water Quality Database.
  • Maintain sampling and monitoring equipment in accordance with the Tribes Quality Assurance Management Plan.
  • Collect field data related to the chemical, physical and biological health of the Tribe’s natural resources.
  • Attend applicable webinars, meetings, and trainings.
  • Demonstrate respect and sensitivity to the values and culture of the Narragansett Indian Tribe.
  • Work independently within established guidelines, prioritize and coordinate activities, and meet critical deadlines.
  • Attend meetings, conferences, seminars, and trainings in subjects related to environmental and natural resources protection, health and safety, emergency preparedness, and others as directed.
  • Maintain confidentiality and adhere to the Tribe’s Confidentiality Policy.
  • Perform other duties as assigned or required by the Community Planning & Natural Resources Director.

MIMIMUM QUALIFICATIONS· Bachelor’s degree in Environmental Science, Natural Resources Management (e.g., Biology, Botany, Forestry, watershed science, hydrology, conservation planning) discipline with · Three years field application experience. · Strong communication skills, both written and verbal.

· Strong computer skills; such as in: Word, Excel, Publisher, PowerPoint, and data management software – (WQX).

· Ability to work independently as well as part of a team.

· Must be able and willing to work in inclement weather conditions.

· Must be willing and able to work in a multitude of water environments, wetlands, forested areas.

· Experience collecting and interpreting environmental field data.

· Valid driver’s license and clean driving record.

· Must be able to drive trucks, canoes, and small battery powered boat.

· Proficiency with GPS equipment and GIS software (ArcGIS, ESRI’s Desktop).

· Possess knowledge of federal regulations such as, but not limited to: Clean Air Act, Clean Water Act, Safe Drinking Water Act, Endangered Species Act, Migratory Birds Act, and NEPA.

· Experience with grant writing, budgeting, management, and reporting.· Experience in environmental and natural resources sampling techniques and interpreting field data. · Experience in quality assurance and control (QA/QC) procedures.

  • Be culturally sensitive to and incorporating Traditional Ecological Knowledge and cultural values when developing plans and information and working for the Narragansett Indian Tribe.

  • Will be required to serve a 90-day probation period.
  • Must be willing to attend all required meetings, trainings and functions as requested, including those that occur outside the traditional 8:30 – 4:30 workday.

WORKPLACE ENVIRONMENT:

  • PHYSICAL SAFETY: The work requires minor physical exertion, such as short periods of standing, walking over rough uneven surfaces, some recurring bending, crouching, stooping, stretching, reaching, or similar activities. Job may require recurring lifting of objects no more than 50 pounds with infrequent bending or stooping alternating with the lighter activities. Job requires minimal agility and dexterity.
  • WORKING ENVIRONMENT: Regular exposure to unfavorable environments such as weather or confined, dirty and noisy locations. Employees may be required to use personal protective equipment such as boots and gloves.
