The REI GSA Business Development Director is a professional that actively participates in leadership and program execution of the REI Growth Team. This individual has a wide variety of responsibilities to include, but not be limited to growing the business, building, and managing pursuit teams, managing ongoing operations, and providing program management support of REI contracts and projects at GSA. As a key member of the REI leadership team reporting to the Chief Growth Officer, this individual understands and operates with the highest integrity and represents REI to customers, partners, and internal team members. Responsibilities:
Grow The Business
- Participate in leading the REI Growth Team, advising senior management in setting the strategic direction to ensure maximum benefit of existing and future contract vehicles
- Identify, qualify, and lead capture efforts for task orders and new contract vehicles.
- Formulate and execute go-to market strategies in assigned markets.
- Contribute to the development of Agency-specific account plans in collaboration with REI Account Teams
- As necessary, contribute to other account-related activities such as hiring, staff meetings, account reviews, etc.
- Familiarize and educate potential government customers, industry partners, and internal team members on the REI value proposition.
- Understand and promote the features and benefits of REI's contract vehicles for your customers.
- Understand and utilize market trends, mission priorities, and customer goals to envision, shape, and close opportunities.
- Develop and maintain highly effective relationships with the government contract management offices and industry partners that drive growth.
- Manage the development of Sources Sought, Request for Information (RFIs), and Request for Proposal or Quote (RFP/RFQ) responses in conjunction with REI CTO and delivery teams.
- Coordinate with marketing team to support brand development and market outreach activities
- Act as a liaison with program managers, project managers, and task leads to identify and address customer challenges and potential for organic growth of existing task orders
- Actively participate in industry groups such as ACT-IAC, Affirm, ATARC, AFCEA, etc. to build greater insights and relationships on behalf of REI
- Participate in the leadership of the REI Growth Team
Team Management
- Strategize, build, and manage REI and external partnerships to pursue new growth opportunities.
- Manage communication among and participation by contract vehicle team members to drive business to REI vehicles and maximize win rate.
- Identify the right teaming partners for each task order
Program Management
- Coordinate with REI Program Managers to assess completion of GSA projects to ensure current projects are achieving desired outcomes and meeting all GSA requirements.
- Serve as the primary point of contact for GSA-specific contract vehicles.
- Liaise with internal customers (PMs, Accounting, Program Control/Finance, etc.) to communicate information regarding contract changes, collect project data, anticipate and resolve conflicts, and ensure internal controls.
Qualifications:
Qualifications Required - At least one year experience working with GSA's Federal Acquisition Service, Technology Transformation Service (TTS) and/or the Office of Government-wide Policy
- At least 15 years of experience working with systems integrators in the Federal Government market and at least 10 years' experience in Business Development, GWAC Management, Program Management/Administration, and/or Capture Management
- Working knowledge of GSA Schedules and other GWAC vehicles terms and conditions
- Working knowledge of FAR and DFARs
- Extensive network of Government and industry relationships
- Experience as an active “hands-on” leader in capture and proposal development, strategic solution development, and marketing communications for IDIQ/GWAC vehicles
- Proven reputation of establishing and maintaining credibility, and influencing senior levels of Government customers and Industry partners
- Demonstrated capability to lead organizations focused on execution and growth and build and sustain customer intimacy at the highest levels.
- Proven experience in pursuing and capturing new federal business, including building and leveraging relationships, developing effective teaming and win strategies, and writing winning proposals.
- Excellent communication skills and strong interpersonal skills, as this position interfaces with all functions within the organization and a broad group of outside constituencies.
- Ability to work primarily on-site in Sterling, VA with occasional CONUS travel.
- Demonstrated ability to conduct market and industry research and perform analyses.
- Education: Bachelor's degree. Business management or related preferred
Location: Hybrid model. The candidate will split their time working remotely and, in an REI Sterling, and Chantilly VA office location. Frequent visit client sites expected, including but not limited to GSA Central Office at 1800 F St NW, Washington, DC. The number of days split between the 2 locations will be determined on current & upcoming projects.
