Description

Keeping Washington Clean and Evergreen

The Spill Prevention, Preparedness, and Response Program within the Department of Ecology is looking to fill an Oil Spill Preparedness Planner (Environmental Planner 3) position. This position can be located in either of the following offices:
  • Headquarters Office inLacey, WA.
  • Northwest Region Office (NWRO) inShoreline, WA.
Upon hire, you must live within a commutable distance from the duty station.

Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA, there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $5,776 - $7,770 per month.

In this role, you will work to protect Washington from the damages of oil spills through preparedness planning. As an Oil Spill Preparedness Planner, you will review industry contingency plans to ensure the plan's effectiveness in the event of a spill and consistency with Washington's rigorous planning standards. You will be responsible for developing geographic response plans that identify, prioritize, and protect environmental, cultural, and economic resources at risk from an oil spill. Collaboration with community groups, Tribes, state and federal agencies, and industry will be vitally important as you lead planning efforts to ensure Washington state is prepared in the event of an oil spill. Your work in this role will provide opportunities to travel across the state, including along the Snake, Spokane, and Columbia Rivers, throughout the greater Puget Sound region, and along the Washington coast.

Telework options for this position: This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible for up to a 90% telework schedule with the option to work in the office more frequently if you prefer.

Duties

What makes this role unique?
You will work independently to develop and review plans, while also collaborating with internal and external spill response partners. We're looking for someone self-motivated and driven with strong facilitation skills. You will need to build and maintain relationships with the regulated community and those who may be impacted by an oil spill. No two parts of the state are the same, so you will need to be creative in your outreach and plan development.


What you will do:
  • Ensure that industry contingency plans are compliant with Washington state contingency plan regulations, align with area and regional plans, and are effective in the event of an oil spill.
  • Protect sensitive resources at risk of oiling during spill incidents by developing geographic response plans to pre-identify sensitive resources at risk from oil spills and strategies to protect those resources.
  • Test and evaluate the oil industry during required drills for compliance with state rules, consistency with industry oil spill plans, and commitment to area and regional planning expectations.
  • Build and maintain collaborative relationships with industry, Tribes, local governments, and other spill response partners throughout the state and region.
  • Provide after-hours and daytime support to Ecology responders during spill incidents by developing response plans, researching potential responsible party compliance, and providing post-spill enforcement support.

Qualifications

Required Qualifications:

Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:


  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

  • Experience in: land use, urban, regional, environmental, or natural resource planning, and/or program development, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related experience.

Special Requirements/Conditions of Employment:
  • Obtain Incident Command System (ICS) training at the level of 100, 300, 700 and 800.

  • Obtain the Transportation Worker Identification Credential (TWIC card) which entails a detailed background check.
  • Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver's License.
  • Hold and maintain a valid Washington driver's license and be able to operate a motor vehicle.
  • Must be prepared for a minimum 3-day field deployment within 1 hour of notification.

Retirement and Deferred Compensation

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
