OVERALL PURPOSE OF JOB: Ship Rider Engineer will embark on vessel from departure from homeport until the return to homeport, being rotated out every 2 to 3 months.  This person shall accomplish the job requirements listed below on LCS 2 Independence variant,  supporting ship operations and repairs during assigned deployments and in port periods.

SUMMARY:  To perform this job successfully, the individual must be able to perform each essential duty frequently, independently, and satisfactorily.  The qualifications listed below are representative of the minimum knowledge, skill, and/or ability required.

AUTHORITIES / RESPONSIBILITIES:

  • Diagnose cause of system failures and report findings to the maintenance team.
  • Work directly with the shipboard crews in resolving technical and operational issues and maintain positive customer relations in all communications. 
  • Assist in management of Austal/subcontracted personnel in offsite locations.
  • Assist Ship’s Force in initial troubleshooting in the event of a HM&E system or equipment problem so that required resources can be identified and planned.
  • Make recommended adjustments equipment settings and controls according to specifications, and in a timely fashion to prevent or mitigate fire hazards, fire, flood, theft, sabotage or other irregularities affecting physical security of the ship
  • Responsible for troubleshooting complex operational issues of ships systems.
  • Potential offsite travel is estimated at 50-75%. Overseas travel is a significant amount of the travel, although NO TRAVEL to declared warzones is anticipated
  • 75% of travel time will be underway with the ship to perform diagnostic and preventive maintenance services. 
  • Assists in directing the efforts of subcontractor and company personnel in the handling and installation and utilization of various systems and equipment as needed.
  • Maintain liaison communications with the ashore Maintenance Team, specifically the assigned Government PM/COR, and the LCS crew on equipment material status.
  • Provide data on equipment casualties that occur while underway or outside of homeport / Forward Operating Site (FOS) and provide repair recommendations to the government
  • Provide daily reporting data to the assigned Government PM/COR and HM&E OSR and all others as directed by the Government PM/COR.
  • Inspect and provide technical guidance and assistance during process performance, equipment re-assembly procedures and adjustment, and when specified. Comply with manufacturer’s and Navy Technical Manual requirements.
  • Assess equipment anomalies and casualties and provide repair recommendations to the crew and maintenance team.
  • Submit and maintain records of all the repairs accomplished and the Technical Representative’s assessment of the equipment condition
  • Maintain direct communications with the PMO and assigned Government PM/COR on all matters concerning the operation and maintenance of the ship's systems and equipment.
  • Assist with routine maintenance and any repairs outside the capacity of the crew.
  • Review and make recommendations for updates to the CSMP
  • Assists in conducting integrated equipment systems tests. 
  • Routinely provides technical assistance to ship’s crew.
  • Diagnose and take immediate interim steps to mitigate hazardous conditions in accordance with established procedures and guidelines.

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

  • Shall be a Licensed Marine Engineer and have, at a minimum, five years of marine industry repair experience, preferably managing US Navy vessel repairs.
    • Equivalent experience is a minimum of 15 years of maintenance management experience either with the US Navy, Military Sealift Command (MSC) or the US Merchant Marine.    
  • Have a minimum of five (5) years of leadership experience on complex repairs in a marine environment and have experience conducting inspections, surveys and repairs onboard US Navy vessels
  • Thorough understanding and ability to direct all types of inspections, repairs and testing of marine equipment with a demonstrated knowledge of ship operations, reliability engineering, maintenance concepts, programs and procedures.
  • Knowledge of support systems, plumbing, refrigeration, heating, and air conditioning.
  • Comprehensive knowledge of shipyard practices and operational principles of the shipbuilding process with a sound knowledge of all shipyard disciplines and support services or equivalent USN operations and leadership experience.
  • Familiar with the development of work items, drawings, analysis, cost estimate and technical reports for various ship repair projects.
  • Coordination of technical personnel and management of subcontractors from numerous labor trades including Original Equipment Manufacturers (OEMs), riggers, crane operators, transportation and industrial marine trades.
  • Ability to effectively communicate the status of operations on a daily basis via written or voice communications, generate detailed reports in a clear, concise and timely manner, and provide detailed summary reports at the completion of operations.
  • Demonstrated ability to read and comprehend ship construction drawings, schematics, technical manuals and equipment operational manuals with ability to apply the information to live system repair, maintenance and operation. Must have fundamental technical understanding of ships propulsion systems, electrical power generation and auxiliaries related to marine vessels.
  • Demonstrated knowledge and practical experience with HM&E systems and understands the relationship of systems within the design.
  • Knowledge of Navy organizational set up and the ability to interact with personnel and officers at all levels.
  • Proficient with personal computers and experienced in Microsoft Office software including Project.
  • Be 301 Craftsman qualified in accordance with NAVEDTRA 43241-Series J, PERSONNEL QUALIFICATION STANDARD FOR 3M or equivalent.

PREFERRED QUALIFICATIONS:

  • Bachelor’s Degree in an Engineering discipline
  • Management or supervisory roles such as Supervisor of Shipbuilding, Conversion and Repair command, Regional Maintenance Center, Navy Central Planning Activity, or Planning for Engineering and Repair Activity.
  • Experience as a Naval Supervising Authority Project Manager or a US Navy Port Engineer.
  • Home Port repair/modification experience.
  • Experience with LCS Independence class ships.

PHYSICAL REQUIREMENTS:

  • Lift/push/pull 50lbs to 75lbs on an occasional basis.
  • Lift/push/pull up to 20lbs on a frequent basis.
  • Must have the ability to climb in a safe manner (climbing as a minimum includes stairs, scaffolding, ladders, and ramps).
  • Ability to work at heights above 12’ while working from ladders, scaffolding and/or man lifts.
  • Able to work at a variety of levels (ex. waist, eye, overhead).
  • Demonstrate the ability to safely and appropriately use required tools and equipment.
  • Demonstrate good balance while working on uneven surfaces and maneuvering obstacles.
  • Possess sufficient handgrip and coordination to carry and operate tools and equipment.
  • Ability to utilize personal protective equipment (hard hat, safety glasses, steel-toes shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards.
  • Ability to withstand cold and hot temperatures.
  • Ability to enter 18” x 36” openings and work in confined spaces for prolonged periods of time.
  • Able to respond to verbal and audible sounds/commands.
  • Able to utilize adequate visual skills.
  • Ability to fully extend the arm while reaching overhead, reaching out, reaching to the side and reaching down.
  • Ability to perceive attributes of an object/material such as size, shape, temperature and texture by means of receptors in the hands and fingers.
