Job Description

SHINE Systems is a HUBZone small business Federal contractor, founded in 2007 and headquartered in Charlottesville, VA.

The VP of Business Development is a member of the SHINE Systems leadership team and will identify Federal Agency opportunities and win new contracts (both prime and subcontract) related to SHINE Systems' core competencies and four lines of business:

1. Decision and Military Intelligence Analytics
2. Technology Integration and Software/Systems Engineering
3. Mission Support
4. Cybersecurity

This role develops and executes strategies that expand our growth into existing agencies’ contract work and into new Federal markets and agencies.

1. Seasoned professional with credibility in the Federal marketplace
2. Able to engage own network of agencies’ and partner companies’ stakeholders immediately
3. Proactive; actively seeks opportunities with minimal direction
4. Strong communicator , both written and verbal; able to connect, build, and maintain key relationships
5. Organized and detail-oriented ; able to effectively manage multiple opportunities and Teams

Required Qualifications:

1. Bachelor’s Degree required / Master’s Degree a plus
2. 10+ years prior management, functional or business development experience inside Federal agencies
3. Must show at least $10M of closed new business within the prior 18 months (excludes IDIQ awards)
4. 7+ years experience in business development , capture, procurement, and contracting with Federal agencies
5. Experience establishing and actively maintaining relationships with prime contractors and subcontractors
6. Experience actively participating in, and supporting, proposal efforts
7. Ability to work in a remote office in Virginia or Washington, D.C. with as needed travel to Charlottesville.

Preferred Qualifications:

1. An active TS/SCI security clearance
2. Closed new business with Federal Civilian agencies within the prior 2 years
3. 6+ years military experience
4. Must show current or former employers’ unrestricted access to all Federal agencies
