POSITION

Required

Under supervision, a Water Treatment Plant Operator runs the equipment, controls the processes, and monitors plant operations to ensure compliance with City, state, and federal guidelines, policies, and procedures. Incumbents in this position must be available to work any shift 24 hours, including weekends, holidays, and overtime as required. Examples of duties include but are not limited to the following tasks:

  • Produce, treat, and distribute potable water throughout the water system;
  • Record meter and gauge readings and operational data;
  • Obtains water samples; Tests water quality parameters in the laboratory to determine water quality;
  • Monitors and adjusts chemical rates, pumps, and motors at the water treatment plant;
  • Monitors and maintains distribution system equipment, tools, and facilities;
  • Identifies, recommends, and takes action to bring water quality into mandated safety and service levels;
  • Clean and maintain equipment, tanks, filter beds, and other work areas;
  • Answers customer complaints or inquiries.


Knowledge, Skills, And Other Characteristics

  • Knowledge of applicable City, county, state, and Federal statutes, rules, ordinances, codes, and regulations governing water treatment, water quality, safety compliance codes and guidelines, occupational hazards and safety precautions, surface water treatment processes, and laboratory procedures for process control sampling;
  • Skilled in operating water systems equipment and machinery safely, record-keeping, following written and verbal instructions, performing process control tests, troubleshooting and analyzing information;
  • Ability to prepare clear and concise reports; recognize unusual, inefficient, or dangerous operating conditions and take appropriate action; accurately read, interpret, and record data from gauges, meters, and a SCADA system; observe, inspect, analyze system equipment and facilities; and recommend or take appropriate actions;
  • Proficient in using electronic devices, including industry-related software and equipment, to perform essential job functions.


Work Environment & Physical Requirements

Work is performed in indoor and outdoor environments and requires frequent standing, walking, and bending, with the ability to lift 50 pounds independently. May be exposed to hazardous conditions, such as slippery walkways, dangerous gases, and malfunctioning equipment. A Self-Contained Breathing Apparatus (SCBA) is required per Cal/OSHA. Therefore, All Water Treatment Plant Operators must maintain clean/ shaven for a proper SCBA mask-to-face seal.

Qualifications

A high school diploma or equivalent, AND must possess at the time of application and maintain a Health Department Water Treatment Plant Certificate (T-1) issued by the California State Water Resources Control Board (SWRCB), (T-2) highly desirable. Must obtain a Grade 1 Water Distribution Certificate during the probationary period.

THE SELECTION PROCESS

Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process.

The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year. The top three ranks on the Eligibility List will have their application materials forwarded to the hiring authority for a selection interview.
